rTorrent / libtorrent update to 0.9.4/0.13.4

We have begun a slow rollout of 0.9.4/0.13.4 versions of rtorrent/libtorrent.

With slow rollout we can catch if there is regressions, and if there is it will only affect minority of users before fixed.
