This has transformed into a game of whack a mole - yesterday we had to disable 2 of those because of Hotmail/Live blocking these whole subnets.
We use inexpensive VPS services for these, and those subnets has had a spammer, hence those 2 had to be disabled.
This provider does not give chance to swap IPs, so it's time to close those 2 and replace them with 2 new ones from elsewhere. This is one of the larger providers.
A month and half ago we had to request another provider to swap our IP instantly after setup for this same reason.
It's time to get yet another few virtual servers setup it seems.
We recommend you find an alternative free e-mail service than hotmail. Today we still allow signup using hotmail or live e-mail accounts, but that may not be so forever.
