"host mx4.hotmail.com [134.170.2.199]: 550 SC-001 (BLU004-MC1F22) Unfortunately, messages from 188.165.244.154 weren't sent. Please contact your Internet service provider since part of their network is on our block list. You can also refer your provider to http://mail.live.com/mail/troubleshooting.aspx#errors."

All e-mail going towards any hotmail / live / outlook e-mail server is being blocked.
This is due to a neighboring IP has been spamming.

We believe this spamming has been ongoing at least since february when we moved onto using this server - we have ever since had severe e-mail delivery issues. Despite the fact that our e-mail scores beyond 10/10 from e-mail testing services!

We implemented everything we could think of, contacted all the biggest causes for concern, checked all the possible blacklists we could find for any clues.
The good news is, this time there is atleast an error message. The issue used to be that the e-mail was seemingly accepted, but silently dropped and never delivered to the user in question.

What does this mean?

We are forced to change our outgoing e-mail server in short order - this will cause another myriad of delivery issues. Big e-mail providers like Hotmail don't like at all new senders, first month will have severely limited reachability. We aren't even sure if we should e-mail our monthly newsletter next month! We had severe issues getting it delivered this month as well.

However, we are working on it, and will make a solution happen as quickly as possible.

In the meantime, you can always check out your e-mail log by logging into the billing portal and under account submenu there is a mail history link, direct link: https://pulsedmedia.com/clients/clientarea.php?action=emails
