What speeds are guaranteed?

None. This is impossible to do due to how internet works, there is too many factors and bad torrents, slow links etc. will never do more than they are capable of. You cannot forcibly get a 56K dialup to accept a stream of 1Gbps.

We can only guarantee transfer speeds within our datacenter, and we often test for this. Anything outside our own network is beyond our reach and control. At best we can submit reports to other networks but they generally already know if there is congestion or issues, and even if not, any report like that will often go ignored unless they have direct business relation with whoever reports it.

There is automatic analytics of performance, and routes are constantly being adjusted by those analytics as well.
